Public HEIs are further subdivided into state colleges and universities (SUCs) and local colleges and universities (LUCs), special HEIs, and public schools. State colleges and universities are managed and funded by the government according to the guidelines set in the Philippine Congress.

Higher education is beyond the control of the jurisdiction of DepEd (Department of Education), which is responsible for the primary and secondary schools. Instead, the Commission manages its Higher Education CHED (Commission on Higher Education). In 2013, there were more than 229 higher education establishments (HEIs) across the nation which are divided into private and public institutions. The number of public institutions of higher education represents 28.53 per cent of the total number of higher education institutions. Private institutions comprise 1,643 and makeup 71.47 per cent of the total Hei's.
